Our Background

The Central Region Older Persons Association Ltd. (CROPA) is an indigenous non-governmental organization established in 2022 by elected leaders representing older persons across districts in Uganda’s Central Region.CROPA was founded to address a critical gap—the lack of a strong, coordinated voice for older persons in development planning, service delivery, and policy engagement. Despite their invaluable contributions to society, many older persons continue to face limited access to healthcare, financial insecurity, social isolation, and exclusion from decision-making processes.CROPA provides a trusted platform that connects grassroots communities with national advocacy efforts, ensuring that the needs and rights of older persons are not only recognized but acted upon. Through targeted programs in healthy ageing, financial resilience, civic engagement, and community empowerment, we are creating measurable improvements in the lives of older persons.By partnering with CROPA, donors and development partners have the opportunity to invest in scalable, community-driven solutions that promote dignity, independence, and social inclusion for a rapidly growing population. Together, we can strengthen systems, influence policy, and build a future where no older person is left behind.


Organisational Structure

CROPA operates under a structured and accountable governance system that ensures effective leadership, transparency, and representation of older persons across the Central Region.

1. Annual General Meeting (AGM)The AGM is the highest decision-making body of CROPA, composed of elected representatives of older persons from all member districts.
It is responsible for: Setting the strategic direction of the organization Approving policies, plans, and budgets Electing leadership and providing oversight

2. Coordinating CommitteeThe Coordinating Committee provides strategic leadership and policy guidance between AGM meetings.
Its roles include: Supervising implementation of programs and activities Ensuring alignment with CROPA’s vision and mission Representing the interests of older persons at regional and national levels

3. SecretariatThe Secretariat is the operational arm of CROPA, responsible for day-to-day management.
It is led by administrative and program staff who: Implement projects and programs Manage partnerships and stakeholder engagement Handle communication, reporting, and coordination

4. District Representation StructureCROPA is rooted in the community through a network of district-based leaders of older persons, ensuring: Grassroots participation and inclusiveness Effective communication from community to national level Localized program implementation and impact

5. Leadership & Governance SupportCROPA is supported by a dedicated leadership team and advisors who ensure: Accountability and good governance Compliance with legal and institutional frameworks Strategic growth and sustainability
